<HTML>Ribbentrop has stated a wish to arrange in Murmansk a repair facility for the German ships and U-boats. On October, 5 Molotov has stated to Schulenburg, that "Murmansk is insufficiently insulated for this purpose ", and has offered in exchange cove Teriberka, arranged eastern Murmansk. On October 15, 1939 Germany converted to the Soviet party behind the sanction to use the Soviet ports (Murmansk, Vladivostok, etc.) And wharfs for supply and repair of the German ships and with the request to organize supply German raiders and U-boats in the sea by Soviet vessels. However the German naval attache in Moscow Baumbach has reported to Berlin, that for a positive solution of all these questions to calculate it is not necessary, as ports Murmansk and Vladivostok are open for visitings foreign vessels which can complicate preservation of secret and will create threat to neutrality of the USSR. Teriberka does not approach for basing because it is insufficiently protected from a ugly weather

As a result of negotiations Grossadmiral Reader reported to Hitler on October 16, 1939 "Russian have awarded us well arranged base to the west of Murmansk where it will be possible to arrange a floating workshop". This base "Nord became a cove Western Litsa on southern coast of Motovsky bay, transmitted at disposal of Germans since November, 1939. The base originally was supposed to be used as confidential point of supply and repair of U-boats and raiders. However really it was never used for this, though there were 6 supply ships, one of which has been involved during the Norwegian operation.

The German naval base "Nord" after occupation of Norway has been transferred from a Zapadnaya Litsa bay to Iokanta bay east of Murmansk at the cape Svyatoy Nos.

On September 9, 1940 Schulenburg has transferred "profound gratitude and gratitude to the Soviet government for the given strong points on Murmansk coast. From these bases Germany has received enormous benefit. Now bases are not necessary any more, and we while refuse their use"

The commander the Kriegsmarine Grossadmiral Reader has directed a letter of thanks to Narkom (Minister) of the Soviet Navy Admiral Kuznetsovu.
