This may be the eagle from the Tyrolean Coat of Arms). The phrase "Hau-Zua" is southern Austrian-Bavarian dialect for "hit him/her/them". This is often an exhortation to start a pub brawl.

The uprising of Tyrolean militia against Napoleon/Bavarian rule in 1809 was a popular propaganda theme with the Nazis.

"Hau-Zua" is an old folk dance.
